Classes: WebEventRequestHandler, WebEventService, WebEventServiceImpl
This class handles an incoming WebSocket upgrade request,
as well as the SUBSCRIBE message. 
The WebEventService is a service that allows a web application
server to notify clients running in a browser, using a RFC 6455
WebSocket.
